Why Easy Read is a right, not a favour
The Rights of Persons with Disabilities Act 2016 says the government must make information available in accessible formats (Section 42) and that “communication” includes plain-language and augmentative formats (Section 2(y)). The Supreme Court has held that accessibility standards under Section 40 are mandatory (Rajive Raturi v Union of India, 2024) and that digital access is part of the right to life (Pragya Prasun v Union of India, 2025). For people with intellectual and developmental disabilities, the accessible format is Easy Read.

Plain language is not Easy Read. A document is Easy Read only when people with intellectual disability have read it and said: we understand. The Manbhavan Easy Read Review Panel does that work, and is paid for it. Every document on this site carries its validation record.
